I do not understand "spring" under bowl. do you mean the "bail wire" that hold the fuel bowl on the 912? The bail wire serves no purpose on the 914 carb. The fuel bowl on the 914 is attach with the main jet that is torqued to 48 inch pounds. A loose fuel bowl is common on the 914.

This is my carb bowl prior to it finally getting fixed.  You can see the varnish look on the bowl.
