Retractable Seat Belt System?

Lack of a retract system for the seatbelt system creates a safety issue.  Because of my height the seat-back is reclined - thus requiring a loose seat belt and chest strap so as to allow leaning forward to accommodate full instrument access and occasional improved visibility. 

Any thoughts on a retract system for the seat belt system?
